In a recent news article the State's Petroleum Preapproval Program spurred by the Department of Enviromental Protection's (detailed self-analysis) of the program. One of the points were "Drilling in the vicinity of tanks, pumps & product lines." Granted there must be extreme caution when conducting soil borings, installing monitoring wells, and any other excavation work around any of these. There is currently a 10 foot "exclusion zone" around any of the a-fore mentioned areas due to fear of causing a new discharge.
The exclusion zone has been defined by many major oil companies to be the zone that includes: 10 feet of distance from the furthest edge of any tank, dispenser islands, the product lines, and the entire area between the tank field and the dispenser islands.
Changes need to be made with respect to a few companies that can accurately pin point the areas of concern. Although not every site would qualify. There are varibles that need to be taken into consideration such as soil content and depth of the target to name a few. This process requires an eye for detail but it is not "impossible."
